A de facto law that restricts dreams of exercising political freedoms
In the midst of this transitional phase that we are going through
and the difficult challenges we are experiencing,
Our dreams are shackled by chaos, instability,
anxiety and pessimism...
The Law on the Exercise of Political Freedoms came to us
to give us a certain blow in defeating dialogue between
active political forces as a civil society.
And between the legislative and executive authority,
in light of the imposition of forced subordination to the de facto law!!!
The Military Council surprises us through decisions, laws,
and military trials...
It makes us live in a state of confusion and strange turmoil,
at a time when we feel reassured by the signs of the crisis easing
We wake up to a new blow that brings us back to the stage of despair...
Due to the ambiguity of security, political, economic
and social issues in the near to distant future!!!
We began to fear for our security before we thought
about our rights and holding all the corrupt people around us accountable...
We are no longer concerned about how to prepare a specific timetable
for restructuring the system to move towards
the representative democracy that we dreamed of!!!
As much as we are concerned about how to safely
pass through the stage of bullying and security
deterioration in order to save the homeland from
the elaborate plans to destroy and fragment it? !
And suddenly, even while we were unaware,
while we were in the midst of raging artificial conflicts
and without real societal dialogue...
A law is issued for us to exercise political rights!!!
Once you read the articles of the law,
I promise you that you will be in the same situation that I preceded you to...
It is a state of astonishment and inability to concentrate...
The text may bring you back to the feeling of heartbreak mixed with bitterness that you previously felt when you, like me,
voted no on amending the constitution...
The result was yes!!! ...
So everything inside you screamed about the vanity of vanities,
everything is vanity and there is no benefit
to be expected from everything that happened!!!
But believe me, there is a difference between patching the constitution,
which we are all certain will be changed in its entirety in the near future...
He detailed a law for the exercise of political freedoms
that was prepared after the revolution!!!
According to its articles, a new authority will be elected
that will rule with the voice of the people, on behalf of the people,
and with the mandate of the people!!!
How do we pass a law like the one that was issued
without everyone’s attention on a dark,
extremely humid Thursday evening without presenting it
to the effective political forces?
And the discussion about it is to point out the weaknesses and treat them,
so that a law can be produced that expresses the Egypt
that was always on our minds???
But to come out to us while we are in the midst of problems
and try to spread division between the one people of Egypt and ignite strife!!!
It is natural that it comes with many loopholes, including...
* It did not express the full demands of the national forces,
which were represented in three legitimate rights...
* The right to vote by national number - the right to vote for Egyptians abroad -
recognizing the right to vote by proportional list.
But the text of the law disappointed all hopes,
as it did not include an explicit text stipulating
the legitimate demands of the people
But thank God he approved the right to vote by national number, but...
More than eight million Egyptian citizens residing abroad,
who contribute to the national income
and are consumed by nostalgia
and melted by love for Egypt, have been deprived!!!
Claiming that the law provides for judicial supervision of voting? !
An argument that might have been good in the past...
But in fact, it is an argument that
no child of the revolutionary era would believe now!!!
For those who do not want to be creative or come up with
an idea to reach simple, inexpensive solutions, here is a suggestion...
Egypt has embassies and consulates staffed with diplomats with
a high degree of honor, integrity and citizenship.
They would be honored to carry out this sacred duty.
Towards the country to which they belong,
which they represent and in whose name they speak before the world...
This will also be without excessive cost or additional burdens.
All they need to carry out their national role are some controls and powers
That must be put in place to ensure the integrity of the process.
Also, the law of practice has come down to us and it does not include an explicit text on how the election will take place and whether it will take place according to
the proportional list or by the individual method...
But it contained within it unclear texts about conducting elections according to
the individual method, which brings us back to the previous method of elections
And the illegal practices that were practiced for decades... and the control of capital,
fraud and tribalism on the basis of sound parliamentary choice!!!
We also did not specify a ceiling on the amounts that must be spent on
the election campaign, nor did we set a maximum limit on spending on elections
He did not set clear controls for the use of money in elections.
It also did not prohibit or criminalize the use of religion in politics or
the raising of religious slogans,
which allows religious movements to use religion as a profitable means of pressure.
On religious people and simple people to win the elections!!!
The law came with an apparent good amendment, but it also needs more amendments,
as it prevented the Interior Ministry from interfering in the electoral process
He formed two committees, the first headed by the president -
who will be elected - and another committee headed by
the president of the Cairo Court of Appeal.
The committee was devoid of representation from trusted public figures,
and we do not know the reason. Whether public figures were
the reason for the fraud in the previous elections
So, in the purification, they were dispensed with,
or are there other goals for that???!!!
The Supreme Committee was also formed from the two most senior deputies
from the Court of Cassation and the two most senior deputies
from the Council of State and the Courts of Appeal
That is, the members of the committee are not permanent or
formally appointed. They form the committee only for the period of their tenure of office,
that is, they will perform this work for a specific period of time.
This is for the period of their tenure in these aforementioned positions only, and they will carry out the work of the committee in a way that does not conflict with the performance of their official job duties
In fact, this is randomness, and any unorganized formation must be carefully reviewed to achieve its desired goal...
So that the committee is capable of full judicial supervision to achieve true integrity.
Now that I have analyzed with you through quick points the loopholes of the Law on the Exercise of Freedoms...
I think that you, like me, are tired of patching up the texts of the laws!!!
You want new laws that emanate from society and express it and its needs
So it must
Establish a new constitution for the country
A new law was enacted for the elections of the People’s Assembly and the Shura Council, with the participation of community forces
He presented all articles and texts for the national dialogue aimed at coming up with
a constitution
And laws that express our real needs
Without patchwork, detail,
or hidden loopholes that provide
new opportunities for corruption to enter our political life.
And at the end of my article... a sincere word...
If we want the elections to be fair and real...
Our words, our consciences, and our wills must all be united
To achieve this for the benefit of the whole community.
